Six in ten organizations that measured their footprint in Huella de Carbono Perú have not verified it. The figures come from Peru's Ministry of the Environment, on June 9, 2026: about 2,900 registered, 1,750 with a measurement, 689 verified, 142 with a reduction and 64 at the top level.
We think the gap has a plain explanation. Measuring happens on the platform and costs nothing. Verifying means a third party reviews your data, and that is where it shows whether the data is in order.
This guide goes through the four levels using the requirements of the official guide in force, approved by Ministerial Resolution No. 185-2021-MINAM.
What it is
Huella de Carbono Perú is a digital tool run by the Ministry of the Environment (MINAM). It was created by Article 55 of the Regulation of the Framework Law on Climate Change, Supreme Decree No. 013-2019-MINAM, published on December 31, 2019. The same article states that its use is free and voluntary.
It is managed by the ministry's General Directorate of Climate Change and Desertification.
Two limits before you start. The platform only counts emissions within national territory, so international air and sea transport is left out. And each report covers one calendar year, from 2010 onward.
How to register
- Fill in the platform form with the tax ID (RUC), the address, the ISIC revision 4 code and a short description of the organization's activities.
- Appoint an emissions management coordinator. It is the only mandatory role.
- Send the sworn declaration signed by the legal representative.
The ministry replies within five business days, with the access credentials or the reason for rejection. If the application is rejected, you can submit it again.
Private organizations, including individuals with a business, and public entities can register.
The four levels

Measurement
You enter your data and the platform calculates. The report is issued automatically and generates a certificate of completion.
The calculation follows NTP ISO 14064-1:2020. Emission factors are aligned with the national inventory, INFOCARBONO, which is published every two years.
Verification
You upload two documents for the same year you measured: the verification statement and your greenhouse gas report.
The statement must be issued by a body accredited, in Peru or abroad, under NTP ISO 14065:2016 or its equivalent. At a minimum it has to state the body's name, the period, the organizational and operational boundaries, the emissions and the excluded sources with the reason.
What the statement says must match what you reported on the platform. If it does not, the ministry does not validate it and you have to submit it again.
If you had already verified your footprint before using the platform, you can carry that verification over with a sworn declaration, provided the sources and data match what was reported.
In Peru accreditation is granted by Inacal, which opened the scheme for greenhouse gas verifiers in March 2021. We did not find a public list of accredited verifiers, so ask yours for its current accreditation before hiring.
Reduction
There are two conditions and both must be met. The first is having reached Verification in two consecutive periods, with at least one mitigation action implemented in the latest one. The second is lowering at least one performance indicator.
The indicator can be absolute, in tonnes of CO2 equivalent, or relative: tonnes per person or per revenue, for example. The guide sets no minimum reduction percentage.
This has a practical consequence. A growing organization can reach the third level with a relative indicator even if its total emissions rise. Choose the indicator before you start measuring and stick to it.
Reduction +
This is the level the first version of the guide called Neutralization. Today it can be reached by any of three routes.
The first is sustained reduction: reaching the third level in at least two consecutive years.
The second is working with your supplier chain. You support suppliers so they reach Verification, in the same period in which you reach Reduction, and you submit a sworn declaration with the list of suppliers, their tax ID, the activities you supported and the signature of each one's legal representative.
The third is neutralization: buying emission reduction units from projects authorized by the Peruvian State, in an amount equal to or greater than the emissions of the period in which you reached Reduction.
All three routes start from having reached the third level. Buying units without having reduced is not enough.
What leaves you without recognition
The ministry does not issue diplomas or seals if the organization has:
- A pending sanction or coercive fine from OEFA, the environmental enforcement agency.
- A pending sanction or corrective measure from OSINFOR, the forestry and wildlife supervisor, or a first-instance forfeiture of a permit.
- A first-instance conviction for environmental crimes.
Check this before paying for a verification.
How the seal can be used
The seal applies to a specific year and has no expiry. You can use it in the organization's advertising and stationery, on your institutional website and social media, and in your reports.
You cannot use it on products or packaging. The manual puts it this way: what is recognized is the organization's footprint, not a product's.
It also does not authorize you to use the Ministry of the Environment's logo, and it does not replace your environmental obligations.
If you start this year
Measure with the second level in mind. Keep the invoice or record behind every figure you enter, because that is what the verifier will ask for.
And do not skip a year. The third level requires two verified periods in a row, so a year without verification restarts the count.
