What governs it
Royal Decree 214/2025, in force since June 12, 2025. It replaced Royal Decree 163/2014, which created the registry, and kept earlier registrations valid unless they need updating.
It has three sections: carbon footprint and reduction commitments, CO2 absorption projects, and footprint offsetting.
Is it mandatory?
Registering is not, for companies. Calculating is, for some: those required to publish a non-financial information statement must calculate their Scope 1 and 2 footprint every year and publish a reduction plan at least five years out. The state public sector must also register.
Registration is free.
The three seals
- Calculo: the organization calculated its footprint and submitted a reduction plan.
- Reduzco: it also reduced it. The registry compares the average intensity of the last three years with that of the three before, so four years registered are needed.
- Compenso: it also offset all or part of its footprint with absorption projects from the registry or reduction projects recognized by the ministry.
In February 2026 there were 6,788 organizations registered. 78% of the seals were Calculo only.
