COA

Short for Cédula de Operación Anual, the annual report filed with SEMARNAT in Mexico.
In one sentence

The annual filing Mexican establishments use to report their emissions, discharges and waste to SEMARNAT, and the one that feeds the National Emissions Registry.

What it is

The Cédula de Operación Anual is the form an establishment uses to report to SEMARNAT every year. Many plants already use it to declare air emissions, discharges and hazardous waste.

It has a greenhouse gas section. That section is what feeds the RENE, the National Emissions Registry.

Who fills in the greenhouse gas section

Establishments whose direct and indirect emissions add up to 25,000 tonnes of CO2 equivalent or more a year. If that is their only obligation, they fill in only that section. If they already reported other things in the COA, those stay the same.

When it is filed

From March 1 to June 30 each year, with the previous year's data, on the COA Web platform.

SEMARNAT has 20 business days to review it. It can ask once for missing or unclear information, and you have 15 business days to answer. If you do not answer, the greenhouse gas section is treated as not filed.

What to keep

The data and documents behind the calculation are kept for five years from the date SEMARNAT received the COA. An error already on record is corrected with a written notice, as long as it is done before PROFEPA starts an inspection.
