RETC and Ventanilla Única

What Chile's RETC is, how the Ventanilla Única single window works, who is obliged to declare and by which dates. Includes what is coming with greenhouse gas reporting under Law 21,455.
Updated Oct 13, 2026

If you came looking for where to sign in: the Ventanilla Única is at portalvu.mma.gob.cl and you enter with your RUT and ClaveÚnica.

And if you are reading this in October 2026, the Annual Sworn Declaration is open until the 31st.

The rest of this guide is for anyone who needs to understand the system before using it: what each piece is, who is obliged, what is declared and when, and what is coming on greenhouse gases.

RETC and Ventanilla Única are two things

The RETC is the register. It is a public database, run by Chile's Ministry of the Environment, holding the emissions, waste and pollutant transfers declared by the country's facilities. It is governed by Supreme Decree No. 1 of 2013, amended in 2018.

The Ventanilla Única is the way in. The regulation says those who must register and report can only do so through it. The Ministry gives it three functions: registering facilities and the people responsible for them, giving access to the systems where declarations are made, and providing information.

The current version has run since 2020, with access through ClaveÚnica, which is personal. That is why each facility has a person in charge, and that person can appoint delegates inside the platform.

Who is obliged

The list is in Article 18 of the regulation. In summary:

  • Facilities that must report emissions, waste or transfers to a State body, under an emission standard, an environmental approval, a prevention or decontamination plan or other rules.
  • Facilities classed as an emitting source, or as a generator or recipient of waste, under some regulation.
  • Importers, producers, distributors and sellers of products containing pollutants whose reporting is mandatory.
  • Facilities generating more than 12 tonnes of waste a year, municipalities and waste recipients.
  • Those subject to the extended producer responsibility law (Ley REP): producers of priority products, management systems and waste managers, among others.
  • Facilities subject to the emissions tax.

The 12-tonne rule is the one most companies miss. You do not need a smokestack to be obliged.

What is declared: the sectoral systems

Inside the Ventanilla Única there is no single form. There are twelve systems, run by different public services, and each facility declares in the ones that apply to it.

System Official name
RUEA Registro Único de Emisiones Atmosféricas
RFP Registro de Fuentes y Procesos
SINADER Sistema Nacional de Declaración de Residuos
SIDREP Sistema de Seguimiento y Declaración de Residuos Peligrosos
RILES Sistema de Declaración de Descargas de Residuos Industriales Líquidos
Ley REP Sistema de Declaración Productos y Gestor
SIV Sistema de Impuesto Verde
SISAT Sistema de Seguimiento Atmosférico
SICTER Sistema de Información de Centrales Termoeléctricas
DASUPEL Sistema de Declaración de Instalaciones de Almacenamiento de Sustancias Peligrosas
DAE Sistema de Desempeño Ambiental y Empresarial
DJA Sistema Declaración Jurada Anual del RETC

The portal says it plainly: it is your responsibility to check which ones you have to declare in.

The dates

Each system has its own deadlines. Two are common to many facilities.

March 30. Facilities generating more than 12 tonnes a year of waste not covered by specific regulations declare what they generated the previous year. That is the deadline in Article 25 of the regulation. In 2024 the Ministry extended it to April 30, so check each year's notice.

October 1 to 31. The Annual Sworn Declaration. In 2026 the Ministry announced the process on October 9, with two online training sessions without registration, on October 16 and 21 at 11:00.

For the rest, the portal publishes a declaration calendar on its sectoral systems page.

The Annual Sworn Declaration

It is not a new submission of data. It is the step in which the facility reviews and confirms what it already reported during the period in the sectoral systems.

The Ministry describes it as mandatory and as the only valid means of confirming the declared information. The facility's person in charge does it, with their RUT and ClaveÚnica.

Skipping it has a consequence. In the 2025 notice, the Ministry said the records of those who did not submit on time would be referred to the Superintendency of the Environment.

What is coming: greenhouse gases

This is the reason a company measuring its carbon footprint should look at the RETC.

Article 41 of Law 21,455 says facilities obliged to declare through the Ventanilla Única must report every year their emissions of greenhouse gases and short-lived climate forcers. Which sources and which emissions is for the regulation to define.

That regulation is on its way. The Council of Ministers for Sustainability and Climate Change approved the update of the RETC regulation on August 14, 2025, and the Ministry said greenhouse gas reporting will be done through the HuellaChile platform.

As of October 13, 2026 we did not find the new regulation published in the Official Gazette. Until it is published the 2013 one applies, which does not include that report.

We do not know when it will come out or from which year it will require data. What can be said is who it will reach: the facilities that already declare. If yours is on the list above, greenhouse gas reporting will reach you this way. The context of the law is in the Law 21,455 guide.

If you are declaring for the first time

Start by finding out which systems apply to you. That is the question the portal leaves to you.

Decide who will be the facility's person in charge. Access is with their personal ClaveÚnica, so it cannot be a shared account. If that person leaves the company, the person in charge has to be changed on the platform.

Go through the portal's toolbox, which has manuals and videos for each procedure.

And make use of the order. The same fuel and electricity consumption that backs your declarations is what you need to calculate the carbon footprint. If you keep it by facility, much of the work will be done when the Article 41 report arrives. How voluntary measurement works today is in the Programa Huella Chile guide.

Where Grumbic fits

Grumbic does not replace the Ventanilla Única or file declarations for you. It calculates your organization's carbon footprint from your invoices and keeps every figure linked to its document.
